Under
the approval of the State Council
(SC), State Power Corporation of
China (SP) was established on Jan.
16,1997.
Established
with investment solely from SC,
State Power Corporation of China
(SP) is authorized to be the main
investor and business operator of
assets and to exercise owner’s
functions of state-owned assets to
all its subsidiaries either fully
owned or with holding or
participating shares and to other
SC authorized properties. SP is an
economical entity that operates
interregional power transmission
and distribution and the legal
person for integrated management
of national power network.
With
160 billion RMB Yuan as the
registered capital, State Power
operates and manages in a
conglomerate manner. State Power
Corporation adopts the system of
full responsibility by President
who acts as the legal corporate
person.
The
major functions of SP include:
1)
To operate state-owned
assets authorized by SC, to
reserve and increase their value;
to rejuvenate the existing assets
and to optimize Resources
allocation and assets structures;
to undertake approved investment
and financing activities by using
state equity capital, investing on
power projects and repaying loans
and interests.
2)
To get the return on its
equity, to define the operating
principles, important assets
restructuring and profit
distribution ways of its fully
owned subsidiaries; to appoint
their major executives and members
of the supervisory board; to send
out board directors to its
stock-holding and
share-participating subsidiaries.
To study and decide the guidelines
and development strategies and to
appoint the leaders for its
non-corporate institutions.
3)
To make corporate
development strategies, long-term
and medium-term development plans,
annual plans, investment and
financing plans, and to organize
their implementation. To be
responsible for the construction
of united national power network,
for the operation and management
of the inter-regional trunk-lines
and large and main power plants
for both trans-regional power
transmission and peak load or
frequency regulation.
4)
To implement planning,
construction, dispatching and
management on the state power
network in an integrated manner;
to apply central scheduling and
dispatching to power plants
interconnected with the national
grids in accordance with laws; to
supervise the grid for a safe,
stable, economic and high-quality
operation, to continuously improve
quality of power supply and its
services.
5)
To guideline the spiritual
civilization, ideological and
politic work.
6)
To undertake additional
assignments entrusted by SC and
its relevant departments.
With
its 1.38 million staff, SP is
extensively capable and enjoys
rich experience in scientific
study, engineering design,
construction, project management
and operation, which makes it
fully qualified to undertake
turnkey or EPC projects for
thermal, hydro, nuclear power
plants and transmission
and distribution projects, as well
as the utilities operation and
management. In addition, SP’s
also deal with many other
businesses, namely machinery,
electronics, architecture,
communication, trade, financing,
real estate and information etc.
